Center for Civilians in Conflict (CIVIC) is an international nonprofit with offices around the world working to improve protection for civilians caught in conflict zones.  CIVIC’s US Program promotes the adoption of US government policies that help to prevent, mitigate, and respond to harm experienced by civilians in armed conflict.

About the Position

We seek a highly motivated Program Officer to join our team and support an ambitious program of work that includes advocacy, research, and cross-organizational coordination with other CIVIC programs and country offices.

Key Functions

  • Develops, updates, and keeps track of the work plan for various projects
  • Ensures compliance and delivery with all aspects of US program grants, including timely delivery of donor reports
  • Leads the procurement process for small grants or other services required for the implementation of US program grants
  • Provides project-level financial oversight, including budget tracking and projections for future costs on a monthly basis
  • Takes the lead on program and project-level monitoring, evaluation, and learning, including keeping indicator tables up-to-date
  • Drafts, edits, and disseminates internal reports on a monthly basis
  • With direction from the Advocacy Director, supports policy analysis and qualitative research projects for a variety of US program outputs, to include formal reports, articles, briefs, and advocacy tools
  • Arranges and participates in (or prepares the Advocacy Director for) meetings and events with government officials, Congressional staff, and others
  • Develops and maintains working level contacts in government and with other organizations
  • Helps to coordinate social media strategy and content and the dissemination plans for outputs with the CIVIC Communications team
  • As required, tracks US policy developments in select conflict-affected countries and coordinates meetings with officials on behalf of other CIVIC programs
  • Attends external (coalition and campaign meetings) and internal meetings on behalf of the US program
  • Support the recruitment, hiring, onboarding, and orientation process for interns and externs

Requirements/Qualifications

  • BA/BS degree and 3-5 years of relevant work experience OR MA/MS degree and at least 2-3 years of relevant work experience
  • Strong project management experience, including budget oversight/tracking and projections
  • Excellent interpersonal communication skills
  • Ability to take notes and to accurately summarize conversations, meetings, and events
  • Strong qualitative research and analysis skills
  • Ability to effectively present information and respond to questions
  • Demonstrated ability to write in a clear, concise, and well-organized manner
  • Demonstrated attention to detail, flexibility, resourcefulness, and creative problem-solving skills
  • Capacity to work both independently and as a member of a team and to work within multiple deadlines and timeframes
  • Familiarity or experience with protection of civilians and human rights; interest required
  • Familiarity or experience with US national security policy, legislative and/or executive branch policy processes, and advocacy approaches desirable; interest required
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Working knowledge of GSuite and Microsoft Office Programs (especially Word and Excel)

Additional Details

  • This appointment is a one-year, limited term position with the possibility of extension on availability of funding and mutual interest.
