The Manipur High Court has directed the state government to explore the feasibility of providing internet service on mobile phones while ensuring safety of life and property of citizens. The court has sought a detailed report and will hear the matter on July 25.

After hearing several public interest litigations, a division bench of Justice A. Bimol and Justice A. Guneshwar Sharma said that, in the case of Fiber to the Home (FTTH) connections, the Home Department should ensure compliance with the security measures suggested by the committee.

The 12-member expert committee had informed the Court that internet service can be provided through broadband connection. The state government proposed to lift the ban on Internet Leased Line (ILL) with a maximum speed limit of 10 Mbps, after taking in writing from subscribers who did not wish to indulge in the spread of rumors and posturing to higher authorities.

It also states that in the event of any contravention, he shall be liable to be punished as per the provisions of the relevant laws. Along with this, if someone else uses someone else’s WiFi or Hotspot, then the customer will be held personally responsible for it.

The Internet ban in Manipur has affected bill payments, school and college admissions, examinations, routine shopping and operations of private firms. Following appeals filed by several people, the High Court on June 20 asked state authorities to allow limited internet services at certain designated places.
